RED ALERT: Urge a "NO" Vote on AB 1157

A key legislative committee vote is expected this week on AB 1157 (Kalra) which would reduce allowable rent increases in California to just 2% + CPI, or a maximum of 5%, whichever is less. AAOC is asking its members to contact the committee members who represent them and ask them to vote "NO" on AB 1157.

AB 1157 (Kalra) would limit YOUR ABILITY TO INCREASE RENTS in the following ways:

  • Caps annual rent increases at 2% plus the change in the Consumer Price Index (CPI) OR 5% (whichever is LESS). Today, the statewide rent cap is 5% + CPI... with a maximum of 10% (whichever is less).
  • Eliminates the rent cap exemption for single family homes, ADUs, and condominiums.
  • Removes the “sunset” provision for the current statewide rent cap under AB 1482 and makes this new, lower rent cap under AB 1157 PERMANENT.

SOME SUGGESTED TALKING POINTS WHEN YOU CALL THE COMMITTEE MEMBERS' OFFICES:

  • Rental housing providers are still recovering from years of lost rent and rising inflation. Further reducing the rent cap will worsen the financial strain on small property owners. Hurting "mom-and-pop" rental owners does nothing to increase housing supply and availability, and it harms those owners who typically provide the most affordable rental housing on the market.
  • California faces severe housing shortages and lowering rent caps is the wrong approach to encouraging housing development. Property owners will further lose incentive to rent their properties, and developers will lose incentive to construct new housing.
  • California voters have rejected the expansion of policies similar to this bill three times, with the resounding defeats of Proposition 10 in 2018, Proposition 21 in 2020, and Proposition 33 in 2024.  AB 1157 goes against what California voters have said on expanding rent control as a means to address housing affordability issues.
