Join the fight against Rent Control and Just Cause Eviction in Santa Ana
On Tuesday, October 19, 2021, the Santa Ana City Council is expected to approve citywide Rent Control and Just Cause Eviction ordinances that would include:
- Rent increases capped at 3% or 80% of CPI, whichever is less
- A limited and strict petition process for owners to get a higher rent increase
- Just cause eviction requirements starting on the 31st day of tenancy, rather than after 12 months
- Prohibiting evictions of households with students during the school year
- Requiring the District Attorney to prosecute an individual in order to evict for criminal activity
- Mandating higher relocation assistance payments to households beyond what’s in state law
- Undetermined and unlimited fees on landlords to fund the program development, implementation, and enforcement. Most cities with this type of program charge landlords over $100/unit
The city of Santa Ana placed this proposal on the September 21, 2021 and again on October 5, 2021 city council agenda without any prior outreach to or engagement with rental-housing providers or industry representatives. The city council voted 4-3 to approve the ordinance on its first reading. A second reading of the ordinance and final vote is scheduled for the October 19, 2021 city council meeting. If approved, the ordinances would become law and take effect 30 days later - approximately November 19, 2021.
