Orange City Council Rejects Vacant Property Tax Proposal

The Orange City Council considered a series of potential revenue generating tax proposals at its meeting on Tuesday, May 12, 2026, including one that could have negatively impacted rental property owners in the city. Chiefly among them were:

  1. Vacant Property Tax - suggested to be modeled after the city of Oakland's program that charges a several thousand dollar tax for any vacant unit; and
  2. Vacant Unit Registry

Several AAOC members joined in the opposition effort, sending emails to the city council members and speaking at the meeting. Pictured above (Left to Right) are Jason Anderson (Anderson Pamlenyi Company), Julia Araiza and James Rosenthal (Pacifica Company), and Victoria Pamlenyi (Anderson Pamlenyi Company). Also in attendance was AAOC member Dennis Zanchez (Zanchez Properties) and Oscar Rodriguez (IREM) who attended to demonstrate the issues with these proposals.

The city council gave some great insights into the challenges of such a proposal before ultimately rejecting it from further consideration.
