Assistance animal requests remain one of the most complex and frequently misunderstood areas of fair housing compliance. While many housing professionals are familiar with the ADA, knowing how the Fair Housing Act, HUD guidance, and assistance animal requirements intersect is essential when responding to accommodation requests.

Join Victoria Cowart, CPM, NAAEI Faculty, as she breaks down the differences between service animals and emotional support animals, explains the roles of HUD, the DOJ, the FHA, and the ADA, and provides practical guidance for handling assistance animal requests with confidence. Victoria Cowart, CPM, NAAEI Faculty, serves as the Vice President of Education at PetScreening, where she helps educate the rental housing industry on best practices surrounding pets, assistance animals, and fair housing compliance. Prior to joining PetScreening, she spent many years in property management overseeing apartment communities, manufactured housing communities, and homeowners associations, giving her firsthand operational experience across a variety of housing types.

A respected leader in the multifamily industry, Victoria helped launch the Charleston Apartment Association, served as President of both the Charleston and South Carolina Apartment Associations, and later as a Regional Vice President for the National Apartment Association. She has also chaired four National Apartment Association committees, including the 2021 Legislative Committee, and was inducted into the South Carolina Apartment Association Hall of Fame.

Victoria holds a degree in Human Resources Management, earned the CPM designation through IREM, is a certified Fair Housing Specialist, and is a certified Adult Mental Health First Aid Instructor. Her combination of industry leadership, operational expertise, and passion for education makes her a sought-after instructor on fair housing, assistance animals, and property management topics.
